As toddlers we think nothing of seeing each other bare, but when the diapers go, here come the panties to cover the girls up. But then the girls are told to keep the cover up covered..keep your dress down. "The boys might see your panties!" So the boys wonder what the panties (cover up) look like. Finally the girls reach puberty and the interest grows both ways until again boys and girls pair off to let each other see the cover up ...and maybe what was covered up in the first place. It's most interesting!!
It's kind of sad when you think of it. Boys are to know nothing, so the tale goes, but are expected to live with a girl all through adult life. That innocence we started out with is so sweet before the "secret" stage begins. But hugging is coming back...
